My fellow Americans,

The artificial intelligence industry is not a harmless tech revolution — it is an industrial invasion of our communities. Massive AI data centers are draining our water supplies, spiking our electricity bills, poisoning our environment, and filling our neighborhoods with constant noise.

These multi-billion-dollar corporations are building their empires on the backs of American families — and they are doing it with taxpayer money.

I will stop it.

THE PROBLEM: WHAT AI DATA CENTERS ARE DOING TO OUR COMMUNITIES

Water Consumption: Draining America’s Water Supply

AI data centers consume massive amounts of water for cooling. A single data center can use up to 1.5 million liters (396,000 gallons) of water per day. Globally, data centers consumed about 1.2 trillion gallons of water in 2025 alone — enough to rival the water use of entire countries.

Even more alarming, 40 percent of planned and existing data centers in the United States are in areas with “high” or “extremely high” water scarcity. In places like Phoenix, Arizona — where water is already politically and hydrologically constrained — data centers are competing with communities for a dwindling resource.

This is not acceptable.

Electricity Usage: Spiking Your Utility Bills

Data centers consumed 224 terawatt-hours of electricity in 2025 — nearly triple the 76 TWh used in 2018. By 2030, data centers are expected to consume 426 TWh, accounting for more than 10 percent of total U.S. electricity use.

In Virginia, data centers already consume 25% of the state’s electricity. In North Dakota, it is 15%. In Nebraska, 12%. In Iowa, 11%. In Oregon, 11%.

Your electricity bills are rising so these corporations can power their AI ambitions. You are paying for their profits.

Toxic Waste and Pollution

Data centers produce toxic chemicals including mercury and lead that contaminate local environments. They are often disproportionately placed in low-income and minority communities — a pattern of environmental racism that the NAACP has documented and condemned.

The NAACP’s “Stop Dirty Data” initiative warns that data centers are “physical facilities that consume massive resources and too often pollute the same neighborhoods already burdened by industry.”

This is environmental injustice, plain and simple.

Noise Pollution: Stealing Your Peace

Across the country, residents living near data centers report a constant, industrial hum from cooling fans that operates 24 hours a day, 365 days a year.

In Vineland, New Jersey, a 2.6-million-square-foot AI data center now runs around the clock with a constant loud humming, triggering a wave of noise complaints. Residents say they cannot enjoy being outside for more than a few minutes without getting a headache.

In South Florida, communities are so concerned they are enacting moratoriums on data center construction.

Your right to peace and quiet is being stolen by billion-dollar corporations.

MY POLICY: PROTECTING AMERICA’S COMMUNITIES

1. Immediate Moratorium on New Data Centers

No new AI data centers or chipmaking facilities will be built until every existing facility in America is in full compliance with all new regulations.

We already have enough of these facilities in America. We are not going to allow any more to be built during my presidency.

Why: We need to stop the bleeding before we can heal the wounds. Existing data centers must be brought into compliance before we even consider allowing new ones.

2. Limit of One Data Center Per Community

After the moratorium ends, only one data center will be permitted per community.

Communities will have the final say on whether they want one. This prevents any single community from being overrun by multiple facilities.

Why: Communities should not be sacrificed for corporate profit. One facility is enough. More than one is an invasion.

3. Zero Water Usage (Closed-Loop Cooling)

All AI data centers and chipmakers will be required to use closed-loop cooling systems that eliminate ongoing water consumption.

Water will be introduced once and recirculated indefinitely. There will be no ongoing water consumption after the initial fill.

The technology exists. Nvidia has already proven this works in their DSX AI factory design, which has “zero water consumption.”

Why: No community should have to sacrifice its water supply so a corporation can make billions.

4. Non-Potable Water Only

Data centers will be required to use non-potable water — treated wastewater, reclaimed water, or captured rainwater — for any water they do use.

No fresh drinking water will be allowed for cooling.

The technology exists. Amazon and Veolia have proven this works, using reclaimed water to cool data centers and saving over 83 million gallons of water annually.

Why: Our drinking water belongs to our communities — not to corporations.

5. On-Site Water Purification

Every data center will be required to build and operate an on-site water purification system.

Waste heat from the data center will be used to power the purification process. Data centers must be capable of purifying the water they use.

The technology exists. Companies have already developed technology that uses waste heat from data centers to purify water.

Why: Data centers should become water producers, not water consumers. They should clean the water they use and return it to the community.

6. 25% of Purified Water to the Community

Data centers will be required to provide 25% of all the purified drinking water they produce back to the local community at no cost.

Important: This does not mean the community receives 100% free water. It means the community receives 25% of whatever the data center produces. Since closed-loop cooling uses very little water, the total amount may be small — but it is still a benefit.

Why: If they produce clean water, they must share a portion of it with the community.

7. On-Site Power Generation

Data centers will be required to build their own power stations.

They will not be allowed to drain local electricity grids. They must generate their own electricity to power their operations.

Why: Your electricity bills should not go up so they can make billions. If they want to operate in your community, they must provide their own power.

8. 25% of Electricity to the Community

Data centers will be required to provide 25% of the electricity they generate to the local community at no cost.

Important: This does not mean the community receives 100% free electricity. It means the community receives 25% of whatever the data center generates. For large data centers, this could still be a significant amount of power.

Why: If they generate electricity, they must share a portion of it with the community.

9. Local Hiring Requirement

Data centers must hire at least 25% of their workforce from the local community.

No exceptions. No “good faith effort.” No loopholes. If they build in your community, they must hire your people.

Why: If they build in your community, they should employ the people who live there.

10. Tax Revenue Requirement

Data centers must pay a minimum of 10% of their annual gross revenue directly to the local community in taxes.

Why: Communities that host these facilities must see a real financial benefit. This money can be used for schools, roads, and infrastructure.

11. Noise Reduction Requirement

Data centers will be required to operate quietly — no more than 50 dB.

This is comparable to a quiet office. Technology exists to achieve this through:

· Liquid cooling (reduces noise at the source)

· Acoustic louvres and barriers

· Sound-dampening materials (foam, hemp insulation, etc.)

· Intelligent fan controls

Why: Your right to peace and quiet is not negotiable.

12. Technology Sharing Requirement

No patents or proprietary secrets will be allowed to block the sharing of water-saving, energy-saving, and noise-reducing technologies.

All companies will be required to work together to solve these problems. Nvidia’s closed-loop cooling technology, Microsoft’s water-saving systems, and Amazon’s reclaimed water systems must be shared.

Why: We are not going to allow corporate greed to stand in the way of protecting American communities.

13. Community Oversight and Transparency

Data centers will be required to hold quarterly town hall meetings and submit annual public reports on their environmental and community impact.

Why: Transparency is essential. Communities have a right to know what these facilities are doing to their water, air, and quality of life.

14. Compliance Timeline

All existing data centers will have 24 months to come into full compliance with all of these regulations.

Why: 24 months is a realistic timeline for the major infrastructure changes required. It gives companies enough time to implement the necessary retrofits while ensuring they cannot claim “impossible deadlines” as an excuse for non-compliance.

15. Penalties for Non-Compliance

Fines of $10 million per violation, with escalating penalties for repeat offenses.

Companies that refuse to comply will have their permits revoked and will be shut down.

Why: Laws without enforcement are just suggestions. We will enforce these rules.

MY COMMITMENT TO THE AMERICAN PEOPLE

If I am elected President, I will stop the AI industry from taking over our communities.

I will not allow multi-billion-dollar corporations to drain our water, spike our electricity bills, poison our environment, and steal our peace — all while receiving taxpayer money.

We will not sacrifice American communities for corporate profit.

If you want to build in America, you must be a benefit to America.

SCRIPTURAL CONTEXT

Luke 6:31 

“And as you would that men should do to you, do you also to them likewise.”

This is the Golden Rule. It applies to corporations as much as to individuals. If these companies want to build in our communities, they should treat those communities the way they would want to be treated — with fairness, respect, and generosity.

Mark 12:31 

“And the second is like, namely this, You shall love your neighbor as yourself. There is none other commandment greater than these.”

This is the second great commandment. It is not optional. It applies to everyone — including corporations. Loving your neighbor means not draining their water, spiking their electricity bills, poisoning their environment, or stealing their peace.
