THE EMPEROR WEARS NO CLOTHES

READ JACK HERER’S BOOK: THE EMPEROR WEARS NO CLOTHES

Jack Herer’s book, The Emperor Wears No Clothes, is the authoritative historical record of cannabis, hemp, and the conspiracy against them. Jack wanted this information available to everyone, so he published the text of the book online for free.

While Simpson was the practitioner — the man who proved the cure worked — Jack Herer was the historian — the man who proved why we were never told about it.

Jack Herer, sometimes called the “Emperor of Hemp,” was an American cannabis rights activist and the author of the 1985 book “The Emperor Wears No Clothes.”

What the book reveals:

· How and why cannabis prohibition began — and who profited from it

· The many uses of hemp as medicine, food, fuel, fiber, paper, and plastic replacement

· The straight truth about marijuana and its effects on the human body

· The petrochemical industry’s plot to outlaw this renewable source of energy, paper, food,                     textiles, and medicine

· Who profits from the prohibition and criminalization of cannabis

The book is “the authoritative historical record of cannabis, hemp, and the conspiracy against them.” It has been continuously in print for 35 years and is in its fourteenth edition. It has sold over 700,000 copies and is considered the “bible” of the movement to legalize hemp.

THE DOCUMENTARY: EMPEROR OF HEMP (1999)

This documentary chronicles the life of Jack Herer and “his struggle for awareness and enlightenment of cannabis sativa, a.k.a. marijuana or hemp.” It exposes “government and big-business efforts to keep the plant illegal” and takes you “to the front lines of the pro-hemp movement.”

His research into this plant culminates in his writing “The Emperor Wears No Clothes: The Official Hemp Bible.”

WHAT THIS MEANS

The pharmaceutical industry has spent billions convincing Americans that synthetic poisons are medicine while natural plants are dangerous.

Rick Simpson proved that cannabis oil can heal cancer — and they ran him out of the country for it.

Jack Herer proved that the prohibition was never about public health — it was about protecting the profits of the petrochemical and pharmaceutical industries.

The U.S. government even holds a patent on cannabinoids as neuroprotectants (U.S. Patent 6630507) — acknowledging their medicinal value while simultaneously criminalizing the plant.

And the establishment crushed it.

PART TWO: RICK SIMPSON

THE MAN WHO FOUND THE CURE — AND WAS PUNISHED FOR IT

In 1997, Rick Simpson — a Canadian power engineer who had worked in a hospital for 25 years — fell from a ladder and suffered a severe head injury. Doctors diagnosed him with post-concussion syndrome. The prescription medications they gave him did nothing but harm him.

In desperation, he turned to cannabis. In 1998, after watching a documentary about medical marijuana, he began using hemp oil. It worked. His symptoms improved. He could sleep again.

Then, in 2003, Simpson was diagnosed with basal cell carcinoma — skin cancer. He had already undergone surgery once. The cancer returned.

Around that time, he learned of a National Cancer Institute study showing that tetrahydrocannabinol (THC) kills cancer cells in mice. He decided to try something radical. He created a concentrated cannabis extract — what would later become known as Rick Simpson Oil (RSO) or Phoenix Tears — and applied it directly to the cancerous lesions on his skin, covering them with bandages.

A few days later, he removed the bandages. The cancer was gone. He had cured himself.

THE FREE MEDICINE THAT THREATENED BIG PHARMA

Simpson didn’t keep this to himself. He didn’t patent it. He didn’t sell it.

He began growing cannabis in his own garden and producing the oil in bulk. He gave it away completely free of charge to thousands of people who came to him desperate for help.

The Agreement He Required:

For those who came to him with evidence of cancer, Simpson required them to sign a document agreeing to avoid chemotherapy and radiation treatments while using his oil. He believed that conventional cancer treatments were poisonous and that combining them with the oil would interfere with the healing process.

The documentary “Run From The Cure” (2008) features interviews with people who were cured by Simpson’s oil. According to various sources, Simpson successfully treated thousands of patients free of charge for conditions including cancer, AIDS, arthritis, multiple sclerosis, diabetes, leukemia, Crohn’s disease, depression, osteoporosis, and chronic pain.

The film “brings to light the injustice done to millions of people suffering from the degenerative disease, Cancer,” and tells the tale of Rick Simpson, who “propagated the use of hemp oil to sufferers, curing and controlling the illnesses of hundreds of people until the day when law declared hemp oil illegal and charged Rick of possessing and trafficking marijuana.”

THE PERSECUTION BEGINS

When the story went public, the establishment came down hard.

In 2007, Rick Simpson was arrested and charged with possession, cultivation, and trafficking of marijuana. The charges were unconstitutional — he had never profited from his work.

On September 10, 2007, his case went to the Supreme Court of Canada. The patients he had cured — people whose lives he had saved — were not allowed to testify on his behalf.

The court refused to hear from the people he had healed.

Despite having over a dozen sworn affidavits from those he had helped, the government’s case against him proceeded.

Simpson was convicted and fined — but the persecution didn’t stop. His property was raided. His cannabis plants were destroyed. The local Legion branch that had supported him was shut down.

He was driven into exile.

Today, Rick Simpson lives in an undisclosed location in Europe, having fled Canada to escape further legal persecution. He wrote in a statement: “If I return home, I will be arrested and put in jail without bail or medicine. I am not afraid of their jails but I cannot go without my medicine. The system has nothing that could help me with my conditions. So for me to return to Canada would be like committing suicide.”

He added: “I cannot tell the people of Canada who are depending on my presence to help their medical conditions how sorry I am. But it was not me who caused this situation.”

THE DOCUMENTARY: THE RICK SIMPSON STORY — RUN FROM THE CURE (2008 / 2014 Updated Edition)

This documentary tells Rick Simpson’s story. It features interviews with people who were cured by Simpson’s oil but were refused from testifying on his behalf at the Supreme Court of Canada in his 2007 trial.

The film exposes how the Canadian government and pharmaceutical industry worked together to suppress a free cure.

READ MY OFFICIAL CAMPAIGN POLICY PAPER

To learn more about my federal cannabis -marijuana legalization policy — including age requirements, work requirements, possession limits, medical access, expungement, and more — please read my full policy paper:

👉 Candidate John Rice’s Federal Marijuana Legalization Policy

CANDIDATE JOHN RICE’S FEDERAL MARIJUANA LEGALIZATION POLICY

THE CORE PRINCIPLE

Marijuana will be legalized federally — but with responsibility.

We are not going to allow laziness with marijuana. This is a benefit for responsible adults who contribute to society, not an excuse to check out of life.

We will legalize marijuana federally — but we will do it with accountability, common sense, and respect for the American people.

AGE-BASED LEGALIZATION REQUIREMENTS

Age Group: Under 25

Requirement: Medical documentation only (sleep/stress/anxiety excluded)

Age Group: 25–29

Requirement: Work (40 hrs), education + work (40 hrs), volunteer service, OR medical documentation

Age Group: 25–59 on Welfare

Requirement: NOT eligible until age 60

Age Group: 30–59

Requirement: Work (40 hrs), education + work (40 hrs), OR volunteer service

Age Group: 60 and older

Requirement: Legal for any use — no restrictions

POSSESSION LIMITS

· Personal use (flower): max 4 oz

· Home cultivation: Up to 4 plants per household

· Concentrates (e.g., Rick Simpson Oil): Up to 50 grams — higher limits allowed with medical documentation

Why: These limits prevent abuse and black market resale while allowing personal use and medical access.

WHERE CAN IT BE USED?

· Private property: Yes

· Public places: No — smoking in public is prohibited

· While driving or operating machinery: No — police will test for marijuana impairment like alcohol

· Federal buildings: No — federal property remains under federal control

Why: Common sense safety requirements protect non-users and prevent public intoxication.

EMPLOYMENT AND DRUG TESTING

· Employers may test for marijuana: Yes — safety-sensitive jobs (trucking, aviation, heavy machinery) require sobriety

· Cannot be high on the job: Same as alcohol — no impairment while working

· After work use allowed: Employers cannot restrict use outside of work hours

· Federal employees: Subject to federal restrictions — similar to alcohol

Why: This balances worker safety with personal freedom. You cannot be drunk on the job, and you cannot be high on the job.

INTERSTATE TRANSPORT

· Transporting across state lines: Allowed — we will not restrict interstate commerce

· State vs. federal enforcement: Federal law overrides state prohibitions

· States that reject legalization: Legal states cannot bring marijuana into states that prohibit it — but this will be politically unpopular for those states

Why: We want a free and open market. This is a federal ruling, and my Department of Justice will fight for it to be legal federally. If states choose to keep it illegal, that will be politically unpopular, and people who want full access may move to legal states.

EXPUNGEMENT OF PAST CONVICTIONS

· Records expunged: Yes — if the charge was strictly marijuana-related

· No expungement: If the person was involved with other drugs (cocaine, heroin, etc.)

· Current prisoners released: Yes — if the charge was strictly for marijuana and no other drugs

Why: This addresses the injustice of past prohibition for those whose only crime was marijuana possession.

MEDICAL MARIJUANA ACCESS (UNDER 25)

· Qualifying conditions: Epilepsy, cancer, chronic pain, PTSD, multiple sclerosis, and other documented medical conditions

· Sleep and stress: Do NOT qualify

· Who can prescribe? Any licensed physician

· Medical documentation required: Must provide clear medical proof

Why: Young people must have genuine medical need. Sleep and stress are not enough.

TAXATION AND REGULATION

· Tax rate: Same as alcohol taxes

· Regulator: DEA (Drug Enforcement Administration)

· How sold: State and federally licensed dispensaries

Why: This keeps regulation consistent with existing federal frameworks.

VETERANS AND MEDICAL MARIJUANA

· VA allowed to recommend: Yes

· Qualifying conditions: Chronic pain and PTSD — but only for veterans with documented combat experience

· No proof of combat: Does NOT qualify

Why: Veterans who served in combat deserve access to this medicine. Those without combat experience must follow the same rules as everyone else.

INTERSTATE COMMERCE AND BANKING

· Banking access: Yes — marijuana businesses will have full banking access

· Cash-only requirement: Eliminated — this is a legitimate business

· Interstate commerce: Allowed — we want a free market

Why: This is going to be big business. It is a legitimate industry that will benefit the American economy. We are going to get rid of the cash-only requirement.

THE RACIST ROOTS OF MARIJUANA PROHIBITION: HARRY ANSLINGER AND THE WAR ON MINORITIES

WHO WAS HARRY ANSLINGER?

Harry J. Anslinger was the first commissioner of the Federal Bureau of Narcotics, a position he held from 1930 until 1962. He was the man most responsible for making marijuana illegal in America. Before he took the job, he barely cared about marijuana at all. He was focused on opium and cocaine.

But that changed in the early 1930s. Anslinger saw an opportunity. He wanted more power, more funding, and a bigger agency. To get it, he needed a new enemy. He chose marijuana. And he chose to build his campaign on racism.

THE RACIST CAMPAIGN: MEXICANS AND BLACK AMERICANS

Anslinger’s strategy was simple and evil. He would convince the American people that marijuana was a dangerous drug used by people they already feared and disliked: Mexican immigrants and Black Americans.

He made speeches, wrote articles, and testified before Congress, all with the same message. Here are some of the things he actually said:

· “There are 100,000 total marijuana smokers in the U.S., and most are Negroes, Hispanics, Filipinos, and entertainers. Their Satanic music, jazz and swing, result from marijuana use. This marijuana causes white women to seek sexual relations with Negroes, entertainers, and any others.”

· “Reefer makes darkies think they’re as good as white men.”

· “Marijuana influences Negroes to look at white people in the eye, step on white men’s shadows and look at a white woman twice.”

· “The primary reason to outlaw marijuana is its effect on the degenerate races.”

This was not subtle. This was open, vicious racism, spoken by a federal official and used to pass a law that is still on the books today.

THE TARGETING OF JAZZ MUSICIANS AND BLACK MUSIC

Anslinger didn’t just talk about Black people in general. He specifically targeted Black musicians. He believed that jazz and swing music were “Satanic” and that they came from marijuana use. He saw Black jazz culture as a threat to white America.

The Federal Bureau of Narcotics, under Anslinger’s orders, tracked, harassed, and arrested jazz musicians. They created dossiers on some of the most famous artists in American history. Their goal was to destroy what they saw as “cultural corrosion.”

Louis Armstrong:

Louis Armstrong, the legendary jazz trumpeter from New Orleans, was a well-known member of the cannabis community. He recorded a song called “Muggles” in 1928—”Muggles” was jazz slang for marijuana. The song was a masterpiece, and its dreamy, slow pace was said to capture the feeling of a cannabis high. Armstrong said he used marijuana to unwind, to relieve stress, and to ease the chronic pain of racism. He was the first major celebrity to be arrested and fined for marijuana possession.

Billie Holiday:

The most disturbing example of Anslinger’s personal vendetta was against Billie Holiday, one of the greatest singers in American history. Holiday performed a song called “Strange Fruit,” which was a powerful protest against the lynching of Black Americans in the South. Anslinger hated the song. The Federal Bureau of Narcotics formally warned Holiday to stop performing it. She refused. Anslinger then assigned an undercover agent to follow her, gather evidence, and arrest her. Holiday was arrested, spent a year in prison, and after her release, she could not get an entertainment license. She died at the age of 44 after a long battle with addiction.

THE CONNECTION TO NEW ORLEANS AND THE BIRTH OF JAZZ

The racism behind marijuana prohibition is directly connected to the birth of jazz in New Orleans. In the early 1900s, the Storyville neighborhood of New Orleans was the city’s red-light district, filled with music clubs and brothels. Cannabis and jazz began to mix there. The music was Black, the culture was Black, and the plant was associated with both.

When white America saw this, they didn’t see art or culture. They saw something to be feared and destroyed. They used the law to do it.

THE ROLE OF WILLIAM RANDOLPH HEARST

Anslinger did not work alone. He had a powerful ally in William Randolph Hearst, the newspaper mogul. Hearst owned dozens of newspapers across the country. He used them to spread Anslinger’s racist propaganda. Hearst’s papers ran sensational stories with headlines like “Mexican Family Goes Insane” from eating marijuana, and claimed that marijuana use led to violence, insanity, and sexual deviance.

Hearst had his own reasons. He owned vast timber holdings and was threatened by the hemp industry, which could replace his paper products. But his primary weapon was racism. He and Anslinger together created a climate of fear that made the Marihuana Tax Act possible.

THE RESULT: A LAW BUILT ON LIES AND RACISM

A NOTE ON THE SPELLING: WHY “MARIHUANA” WITH AN H?

Before you read this section, I want to explain something. You will see the word spelled “Marihuana” with an “h” in several places. This is not a typo. It is the exact spelling that was used in the 1937 federal law that criminalized the plant—the Marihuana Tax Act. It is also the Spanish spelling that was used in Mexico and throughout Latin America.

The “h” spelling is important for two reasons:

First, it is the historical spelling. When President Franklin Roosevelt signed the law in 1937, the official title was “Marihuana Tax Act.” Court records, newspaper articles, and government documents from that era all used “Marihuana” with an “h.” So when we quote those documents, we keep the original spelling.

Second, the “h” was used as a weapon. Harry Anslinger and the other prohibitionists deliberately used the Spanish-sounding “Marihuana” to make the plant sound foreign and dangerous. They wanted white Americans to associate it with Mexican immigrants, who they already feared and disliked. They knew that if they used the familiar word “cannabis” or “hemp,” people would realize it was the same plant that had been used as medicine for thousands of years. By switching to “Marihuana,” they made it sound like a new and terrifying drug.

So when you see “Marihuana” with an “h” in this policy paper, understand that it is not a mistake. It is the exact language of the law that was built on racism. We use it here so you can see the truth for yourself.

Marihuana, marijuana, cannabis, hemp, and weed are all the same plant. The different names were used to divide people and to justify a law that never should have been passed.

The Marihuana Tax Act of 1937 was not passed because marijuana was dangerous. It was passed because Harry Anslinger and his allies used racism to convince Congress and the American people that marijuana was a drug of Mexicans, Black people, and jazz musicians—people they wanted to control, lock up, and deport.

The American Medical Association opposed the law. Doctors testified that marijuana was not a dangerous drug. But their voices were drowned out by the racist hysteria Anslinger and Hearst created.

WHY THIS MATTERS FOR MY POLICY

This history is not ancient history. The racist roots of marijuana prohibition led directly to the mass incarceration of Black and brown Americans. Today, a Black person in the United States is nearly four times more likely to be arrested for marijuana possession than a white person, even though both groups use marijuana at similar rates.

We cannot undo the past. But we can stop repeating it. My policy to legalize marijuana federally and expunge the records of those convicted of marijuana-only offenses is a step toward justice. The war on marijuana was a war on people. It is time to end it.

THE REST OF THE STORY: MY PLAN FOR MEDICAL MARIJUANA

PART ONE: THE MONEY PROBLEM AND HOW WE FIX IT

THE HEALTHCARE CRISIS BY THE NUMBERS

America is in a healthcare affordability crisis. In 2025, total U.S. healthcare spending reached a record **$5.7 trillion**. That is a 7.3% increase in just one year. Hospital spending alone climbed 8.2% to $1.8 trillion. Prescription drug spending jumped more than 11% to $518.7 billion.

The system is bleeding money, and American families are paying the price.

HOW MUCH MONEY MEDICAL MARIJUANA CAN SAVE US

Research consistently shows that when patients have access to medical cannabis, they reduce or completely stop using costly and dangerous pharmaceuticals. Here is the proof:

Medicare and Medicaid Savings:

· Studies show that by 2015, savings to Medicare were as much as $638.8 million per year because of state medical-cannabis laws.

· With dispensary-based laws, savings would have been between $1.4 billion and $1.7 billion.

· Medical marijuana saved Medicare about $165 million in 2013**. If we made this a national policy, it would have reduced Medicare Part D spending by about **$470 million.

· One analysis estimates that putting medical cannabis into Medicare and Medicaid could unlock $64 billion in annual healthcare savings.

Private Insurance Savings:

· A 2025 study found that recreational cannabis legalization led to big reductions in prescription drug claims of $34 to $42 per person per year in the small group insurance market.

· Studies show medical cannabis laws are linked to a decrease in the cost of both single and employee-plus-one insurance coverage plans.

Opioid Reduction (Saving Lives):

MORE ON OPIOIDS: WHAT THEY ARE AND WHY THIS SAVES LIVES

What Are Opioids?

Opioids are a class of drugs that reduce pain. They work by attaching to receptors in your brain and spinal cord. When they attach, they block pain signals and release a flood of dopamine, which is why they make people feel relaxed, happy, and sometimes “high.” Opioids come from two places: natural opioids like morphine and codeine are made from the opium poppy plant, while synthetic opioids like fentanyl are made in laboratories.

Why Do Doctors Prescribe Them?

Doctors prescribe opioids for moderate to severe pain—after surgery, from serious injuries, for cancer pain, or for chronic conditions like severe back pain. In the 1990s, drug companies told doctors that opioids were not addictive when used for chronic pain. That was a lie. Doctors started prescribing them for everything, and within a few years, millions of Americans were addicted.

Common Opioid Names:

Hydrocodone (Vicodin, Norco), Oxycodone (OxyContin, Percocet), Morphine (MS Contin), Codeine (Tylenol #3), Hydromorphone (Dilaudid), Fentanyl (Duragesic), Methadone, and Buprenorphine (Suboxone).

The Money Behind the Opioid Crisis:

Purdue Pharma made $35 billion from OxyContin alone. The Sackler family, who owned Purdue, became one of the richest families in America off opioid sales. Between 2006 and 2012, 76 billion oxycodone and hydrocodone pills were shipped in the United States. The global opioid market was valued at $25 billion in 2024.

The Human Cost:

Over 1.3 million American lives have been lost to the opioid crisis. The opioid epidemic is projected to cost $367 billion in 2025 alone, and $5.8 trillion over the next 15 years.

The Savings Calculation:

Research shows 30% to 50% reductions in opioid use when patients substitute with cannabis. If medical marijuana were fully integrated into our healthcare system, we could cut that $367 billion annual cost by up to half. That is a savings of roughly $183 billion every year. Over the next 15 years, that is trillions of dollars saved—not to mention the hundreds of thousands of lives that would be spared from addiction and overdose.

Why Marijuana Is Different:

Unlike opioids and alcohol, marijuana has never caused a single medically documented overdose death in recorded history. Opioids kill by shutting down the part of the brain that controls breathing. Alcohol poisoning kills by overwhelming the liver and anesthetizing the brain systems that regulate breathing and blood pressure. Cannabis cannot do this. The human body does not have enough cannabinoid receptors in the brainstem to shut down breathing, no matter how much a person consumes. This is why Jack Herer, the “Emperor of Hemp,” wrote that in 6,000 years of recorded history, not one person has ever died from a marijuana overdose. You might feel paranoid, uncomfortable, or sleepy. But you will not die. You will wake up the next day.

THE REAL NUMBERS: OPIOID DEATHS AND THE HISTORY OF PROHIBITION

HOW MANY AMERICANS HAVE DIED FROM OPIOIDS?

The official records tell only part of the story. Here is the full picture:

Confirmed Deaths (CDC):

· From 1999 through 2023, approximately 806,000 people died from opioid overdoses. This includes both prescription opioids and illegal opioids like heroin and fentanyl.

· The number of opioid overdose deaths in 2023 was nearly 10 times higher than in 1999.

Total Drug Deaths (All Drugs):

· From 1968 to 2020, approximately 1,106,000 Americans died from drug overdoses. The majority of those deaths—over 932,000—occurred between 1999 and 2020.

The Real Number Is Much Higher:

· Research shows that opioid involvement in drug-related deaths is underestimated nationally by 20% to 35%. This is because many death certificates list “unspecified drugs” instead of naming opioids specifically.

· If you adjust the official 806,000 opioid deaths upward by 25% to account for this underreporting, the real number is closer to 1 million.

· If you use the higher 35% adjustment, the number approaches 1.1 million.

Bottom Line for Candidate Rice’s Policy:

Since 1999, over 1 million Americans have died from opioid overdoses when you account for the documented underreporting. And that does not include the deaths from 1937 to 1999, which were not tracked nationally with the same precision. The true total is almost certainly higher than 1.1 million.

THE MONEY: WHAT THE OPIOID CRISIS COSTS AMERICA

· The opioid epidemic is projected to cost $367 billion in 2025 alone.

· Over the next 15 years, the total cost is projected to reach $5.8 trillion.

· Opioid use disorder costs state Medicaid programs $25.4 billion annually.

The Savings Calculation:

Research shows 30% to 50% reductions in opioid use when patients substitute with cannabis. If medical marijuana were fully integrated into our healthcare system, we could cut that $367 billion annual cost by up to half**. That is a savings of roughly **$183 billion every year. Over the next 15 years, that is trillions of dollars saved—not to mention the hundreds of thousands of lives that would be spared from addiction and overdose.

THE HISTORY THEY DON’T WANT YOU TO KNOW

Marijuana Was Medicine Before 1937:

Before the 1930s, marijuana was a legal medicine. It was sold in pharmacies, listed in the U.S. Pharmacopoeia, and prescribed by doctors for over 100 illnesses. It was available over the counter at drug stores and grocery stores.

The Rockefeller Connection: Alcohol Legal, Marijuana Illegal:

In 1932, John D. Rockefeller Jr., a lifelong teetotaler who had supported alcohol prohibition, publicly announced his support for repealing the 18th Amendment. He admitted that prohibition had failed—drinking had increased, a vast army of lawbreakers had emerged, and respect for the law had been destroyed.

In 1933, the 21st Amendment was ratified, ending alcohol prohibition. Rockefeller commissioned a study called Toward Liquor Control to design a new system for regulating alcohol.

But here is what they do not teach in schools: When alcohol prohibition ended, the federal apparatus that had been built to enforce it did not disappear. It was repurposed. The same agents, the same tactics, and the same propaganda machine that had been used against alcohol were redirected to a new target: marijuana.

The Exact Dates:

· August 2, 1937: President Franklin Roosevelt signed the Marihuana Tax Act into law. This act imposed taxes and regulations so heavy that it effectively made marijuana illegal for medical, nonmedical, scientific, or industrial use.

· October 1, 1937: The Marihuana Tax Act officially took effect.

· 1942: Marijuana was removed from the U.S. Pharmacopoeia entirely.

So marijuana became effectively illegal at the federal level in 1937—four years after alcohol was made legal again.

What Filled the Gap? Opioids.

Once marijuana was off the market, the pharmaceutical industry stepped in with synthetic painkillers. In the 1990s, companies like Purdue Pharma told doctors that opioids like OxyContin were not addictive when used for chronic pain. That was a lie. They aggressively marketed these drugs, and doctors prescribed them for everything. Within a few years, millions of Americans were addicted.

The result:

· Purdue Pharma made $35 billion from OxyContin alone.

· Between 2006 and 2012, 76 billion oxycodone and hydrocodone pills were shipped in the United States.

· Over 1 million Americans have died from opioid overdoses since 1999.

· The opioid epidemic costs $367 billion every year.

They criminalized the plant that could have helped people and replaced it with pills that killed them. That is the truth they do not want you to know.

WHY MARIJUANA IS DIFFERENT

· Research shows 30% to 50% reductions in opioid use when patients substitute with cannabis.

· A ten-year study of 1,000 chronic low back pain patients found that morphine use dropped from 62.8 mg/day to 6.4 mg/day—an 89.8% reduction—among those who completed the program. At year ten, 91.2% of completers achieved a 50% or greater reduction in opioid use.

· Medical cannabis is associated with an 8.5% reduction in Part D prescribing of opioids.

· One study found that 97% of patients using medical cannabis alongside opioids were able to reduce their opioid dose, and 71% reported that cannabis provided similar pain relief.

· Public health experts estimate that wider adoption of medical cannabis as an alternative pain therapy could save up to 50,000 lives each year.

THE CORE PRINCIPLE

Marijuana will be legalized federally—but with responsibility.

We will not allow laziness with marijuana. This is a benefit for responsible adults who contribute to society, not an excuse to check out of life. And we will make sure that the savings from medical marijuana flow back to the American people, not into the pockets of bureaucrats or pharmaceutical executives.

PART TWO: THE MEDICAL PROOF

CANCER: THE PROMISE OF CANNABINOIDS

For decades, the federal government has suppressed research into the anti-cancer properties of cannabis. But the evidence is mounting.

Animal and Laboratory Studies:

· A research team at Madrid’s Complutense University, led by Dr. Manuel Guzman, discovered that THC can selectively induce programmed cell death in brain tumor cells without negatively impacting surrounding healthy cells. They reported in the March 2002 issue of Nature Medicine that they had destroyed incurable brain cancer tumors in rats by injecting them with THC.

· Cannabinoids have been shown to slow or kill certain cancer cells in laboratory studies and to reduce tumor size in animal models.

· A pilot clinical study of THC in patients with recurrent glioblastoma multiforme showed remarkable antitumor effects alongside a good safety profile.

· A study performed on Wistar rats with Walker 256 carcinoma evaluated cannabidiol as an antineoplastic agent and reported more than encouraging results.

The Rat-to-Human Biological Parallel:

The president’s opponents will argue that rat studies do not prove human results. But rats and humans share about 90% of their genetic makeup. The biological pathways that control cell growth, cell death, and tumor suppression are highly conserved across mammals. If a substance kills cancer cells in rats without harming healthy cells, it is scientifically reasonable—and medically responsible—to investigate and allow its use in humans, especially when conventional treatments have failed.

Human Case Reports:

· A 2025 case report documented two elderly patients (ages 82 and 77) with advanced liver cancer who showed durable and complete regression after using cannabis oil for symptom relief.

· A separate case report documented a patient with recurrent ovarian cancer who showed inhibitory effects on the cancer following cannabis oil use.

· Rick Simpson reported that about 70% of his patients who followed his protocol got free from cancer.

We are not claiming that cannabis oil cures every cancer. We are saying that the evidence is strong enough—and the human cost of suppression is high enough—that this must be studied, legalized, and made available as a medical option.

EPILEPSY AND SEIZURES

This is one of the most thoroughly researched areas of medical cannabis.

· Meta-analyses show that CBD significantly improves seizure freedom and responder rates in Dravet syndrome, Lennox-Gastaut syndrome, and tuberous sclerosis complex.

· A systematic review and meta-analysis found that CBD at 20 mg/kg/day and 10 mg/kg/day probably increased the number of participants who achieved a 50% or greater reduction in monthly seizures.

· In animal models, CBD and THC significantly increased time to generalized seizures and death and improved survival rates.

The FDA has already approved Epidiolex, a CBD-based medication, for severe childhood epilepsies. The federal government acknowledges the medical value of cannabis-derived compounds while keeping the plant itself illegal. That hypocrisy must end.

CHRONIC PAIN, OPIOID REDUCTION, AND ALTERNATIVES TO PHARMACEUTICALS

The opioid epidemic has killed hundreds of thousands of Americans. Medical cannabis is a proven tool for reducing opioid dependence.

· A study published in JAMA Internal Medicine found that access to medical cannabis through a state-regulated program was linked to significantly lower rates of opioid prescriptions among adults with chronic pain.

· A systematic review of studies on chronic pain found 30% to 50% reductions in opioid use when patients substitute with cannabis.

· Among 157 patients also taking opioids, there was a mean 39.3% decrease in morphine use at six months.

· A survey found that 97% of patients using medical cannabis alongside opioids were able to reduce their opioid dose, and 71% reported that cannabis provided similar pain relief.

DIABETES, BLOOD PRESSURE, ARTHRITIS, AND INFLAMMATION

Research has emerged showing cannabis as a promising treatment in multiple areas:

· Diabetes management

· High blood pressure management

· Inflammation reduction

· Antioxidant applications

· Neurodegenerative diseases

· Antidepressant treatments

Cannabis has been shown to have immune-suppressing properties, suggesting it may be helpful in treating autoimmune diseases such as rheumatoid arthritis and multiple sclerosis. In animal experiments, there was a significant decrease in beta cell damage in autoimmune diabetes.

INSOMNIA AND SLEEP QUALITY

· A systematic review and meta-analysis of randomized controlled trials found that cannabinoids significantly reduced insomnia severity and improved sleep quality. Total sleep time increased by 33.99 minutes.

· A study of the UK Medical Cannabis Registry showed improvements in sleep quality in insomnia patients treated with cannabis-based medicinal products.

· A randomized double-blind placebo-controlled crossover study found that medicinal cannabis oil improved both time and quality of sleep, with light sleep increasing by 21 minutes per night.

THE ELDERLY AND PHYSICAL FITNESS

Older adults represent the fastest-growing demographic of cannabis users, and they report using it for chronic pain, mental health symptoms, and sleep concerns. Studies show moment-to-moment improvements in pain, anxiety, depression, and indirect benefits for sleep quality.

One study found that 58.1% of elderly patients kept using cannabis after six months, with 84.8% experiencing some degree of improvement in their general condition.

I want to share something personal. I traumatized my neck falling on my head while snow skiing in college in 1987. For years, my range of motion was limited and my neck was stiff. Medical marijuana gave me the ability to do neck stretching exercises, leg stretching, and other physical therapy that I could not do before. This is not theory for me. This is my life. If it helped me, it can help millions of other Americans suffering from chronic stiffness, pain, and limited mobility.

PART THREE: THE HISTORY THEY DON’T WANT YOU TO KNOW

THE ROCKEFELLER CONNECTION: ALCOHOL LEGAL, MARIJUANA ILLEGAL

In 1933, just as the 21st Amendment passed, repealing the 18th Amendment and ending alcohol prohibition in America, John D. Rockefeller Jr. commissioned a study called Toward Liquor Control—a blueprint for alcohol regulation that continues to have relevance today.

Rockefeller was a teetotaler who had supported alcohol prohibition. But he was also a realist. Recognizing the failure of prohibition, he turned his attention to temperance and regulation.

But here is what they do not teach in schools: When alcohol prohibition ended, the federal apparatus that had been built to enforce it did not simply disappear. It was repurposed.

The Federal Bureau of Narcotics, which had been created to enforce alcohol prohibition, pivoted to a new target: marijuana. The same agents, the same tactics, and the same propaganda machine were redirected to criminalize a plant that had been used medicinally for thousands of years.

The result was the Marihuana Tax Act of 1937, which effectively criminalized cannabis at the federal level. The justification was not science. It was not medicine. It was bureaucratic preservation and industrial profit—specifically, protecting the petrochemical and pharmaceutical industries from a plant that could replace their products.

THE DOCUMENTARIES THEY DON’T WANT YOU TO SEE

Rick Simpson—The Man Who Found the Cure and Was Punished for It:

In 1997, Rick Simpson—a Canadian power engineer who had worked in a hospital for 25 years—fell from a ladder and suffered a severe head injury. Doctors diagnosed him with post-concussion syndrome. The prescription medications they gave him did nothing but harm him. In desperation, he turned to cannabis. It worked.

In 2003, Simpson was diagnosed with basal cell carcinoma—skin cancer. He created a concentrated cannabis extract—what would later become known as Rick Simpson Oil (RSO) or Phoenix Tears—and applied it directly to the cancerous lesions on his skin. A few days later, the cancer was gone. He had cured himself.

Simpson didn’t keep this to himself. He didn’t patent it. He didn’t sell it. He gave it away completely free of charge to thousands of people.

When the story went public, the establishment came down hard. In 2007, he was arrested and charged with possession, cultivation, and trafficking of marijuana. His patients—people whose lives he had saved—were not allowed to testify on his behalf. The court refused to hear from the people he had healed.

He was convicted and fined, his property was raided, his plants were destroyed, and the local Legion branch that had supported him was shut down. He was driven into exile. Today, he lives in an undisclosed location in Europe, having fled Canada to escape further legal persecution.

Jack Herer—The Emperor Wears No Clothes:

Jack Herer, sometimes called the “Emperor of Hemp,” was an American cannabis rights activist and the author of the 1985 book The Emperor Wears No Clothes. The book reveals how and why cannabis prohibition began, who profited from it, and the many uses of hemp as medicine, food, fuel, fiber, paper, and plastic replacement.

The book is “the authoritative historical record of cannabis, hemp, and the conspiracy against them.” It has been continuously in print for 35 years and is in its fourteenth edition. It has sold over 700,000 copies and is considered the “bible” of the movement to legalize hemp.

The U.S. Government’s Own Patent:

The U.S. government even holds a patent on cannabinoids as neuroprotectants (U.S. Patent 6630507)—acknowledging their medicinal value while simultaneously criminalizing the plant. They know it works. They have spent decades trying to bury the truth.

PART FOUR: MY PLAN FOR MEDICAL MARIJUANA IN AMERICAN HEALTHCARE

FULL INTEGRATION INTO MEDICARE, MEDICAID, AND PRIVATE INSURANCE

I propose that medical marijuana—including Rick Simpson Oil and other concentrated cannabis extracts—be fully integrated into the American healthcare system as a legitimate, covered medical option.

This means:

· Medicare will cover medical cannabis for qualifying conditions.

· Medicaid will cover medical cannabis for qualifying conditions.

· Private insurance will be required to cover medical cannabis on the same basis as pharmaceutical drugs.

· All medical schools and hospitals will be required to include medical cannabis education—including the endocannabinoid system, cannabinoid pharmacology, and clinical applications—as part of their core curricula.

QUALIFYING CONDITIONS

Medical marijuana will be available as a treatment option for:

· Cancer and the side effects of chemotherapy

· Epilepsy and seizure disorders

· Chronic pain

· PTSD

· Multiple sclerosis

· Arthritis and inflammatory conditions

· Diabetes

· High blood pressure

· Insomnia and sleep disorders

· Neurodegenerative diseases

· And other conditions as determined by a licensed physician

PHARMACEUTICAL COMPANY PARTICIPATION

Pharmaceutical companies will be allowed to participate in the medical cannabis market—but with one requirement: the medical marijuana must be 100% natural, pure, and cannot be tampered with.

Artificial medical marijuana—created by synthesizing cannabinoids in a laboratory and altering their molecular structure—will not be allowed. We want to keep this as a natural, plant-based medicine, not become a new class of synthetic drugs.

Companies that want to participate must work with the whole plant, not just isolate and patent individual molecules. This levels the playing field and ensures that patients have access to the full spectrum of cannabinoids and terpenes that work together synergistically.

THE SAVINGS

If medical marijuana is integrated into Medicare, Medicaid, and private insurance:

· Billions of dollars will be saved annually across the healthcare system.

· Opioid deaths will drop as patients find a safer alternative for chronic pain.

· Cancer patients will have access to a therapy that has shown promise in preclinical and human case studies.

· Elderly patients will have a safer, more effective option for chronic pain, sleep, and inflammation.

—

THE COMMITMENT

If I am elected President, I will not allow young people to get addicted on my watch. And I will not allow taxpayer money to fund a lifestyle of laziness.

We will legalize marijuana federally—but we will do it with responsibility, accountability, and common sense.

We are a pluralistic society. Everyone has equal rights. Everyone can get documentation if they are willing.

If you want the benefit, you must do the work.

This is my policy. I stand by it.
