I’m John Rice. I’m a common sense hard-working American. I’m not a career politician. I’m not a millionaire. I’m not a Washington insider. I’m just a regular American who’s tired of watching the establishment destroy our country.
Our immigration system is broken. Our borders are open. Our communities are under threat.
But I’m not here to offer you empty promises or fear-mongering. I’m here to offer you a plan — a smart, strategic, and Christian plan to restore order, protect our families, and show mercy where mercy is due.
We can walk and chew gum at the same time. We can be a nation of laws AND a nation of compassion.
Here is my plan. 🇺🇸
THE AMERICAN COVENANT PLEDGE
Every illegal alien in America must sign this pledge to stay:
“I admit that I entered America illegally and that I broke the law.
I agree to the following terms:
· I will NOT apply for or receive any welfare, food stamps, housing assistance, or free medical care. If I need medical care, I will pay for it myself — including emergency room visits.
· The ONLY government benefits my family will receive are K-12 public education for my children and adult education to learn English and American civics.
· I will NOT vote in any American election.
· I will NOT be involved in politics in any way.
· I will NOT protest in the streets or on social media.
· I will NOT run for office or take any government position.
· I will NOT seek citizenship for myself or my children.
· I understand that this pledge applies to my children as well. When they turn 18, they must sign the pledge themselves or leave.
I understand that if I keep this pledge, I will be allowed to work, earn, and live freely in America. I will not be debanked.
But if I violate this pledge — including by using government welfare, food stamps, housing assistance, or free healthcare — I will be immediately debanked and deported without appeal.
I understand that I have a choice: sign this pledge and stay, or refuse and leave with a free plane ticket and $2,000 per family to restart my life in my nation of origin.
I make this pledge freely and knowingly.

If You Choose What Happens
Sign the American Covenant Pledge You can stay in America, work, and live freely — but you must follow strict rules
Refuse to sign the pledge You will be given a free plane ticket and $2,000 per family to resettle in your country of origin
Violate the pledge You will be debanked and deported immediately — no warnings, no appeals
Child Turns 18 and Refuses to Sign A free plane ticket home — but NO $2,000 (the $2,000 offer is for parents only)
THE OFFER FOR THOSE WHO CHOOSE TO LEAVE
For those who refuse to sign the pledge, we will provide:
· A free plane ticket back to their country of origin
· $2,000 per family to help them resettle and restart their lives
This is a generous and humane offer. It gives them a dignified way to return home and rebuild their lives in their own country, where they can be fully involved in politics, protest, and exercise all the rights of citizenship.
For those who refuse this offer and choose to stay illegally, they will be debanked and deported with nothing.
THE FULL-COURT PRESS STRATEGY — TARGETING FELONS, PLEDGE-BREAKERS, AND THOSE WHO REFUSE TO SIGN
This is not a phased approach. This is a full-court press.
We will not wait. We will not prioritize one group over another. We will target felons, those who break the pledge, and those who refuse to sign it — simultaneously.
The strategy is simple:
1. Secure the border — stop the flow of new illegals
2. Target employers — heavy fines for companies that hire felons, pledge-breakers, or those who refuse to sign
3. Debank felons, pledge-breakers, and those who refuse to sign — shut down their bank accounts, cut off their money
4. Cut off welfare — no benefits for illegals except K-12 education and adult English/civics classes
5. Monitor social media and protests — if you protest against America, you are gone
6. Remove criminals and felons — through the prison and jail system
7. Remove everyone who refuses to sign the pledge — you either sign and follow the rules, or you leave
Everyone who breaks the pledge or refuses to sign it will be debanked and removed. Felons will be removed through the prison and jail system. Those who sign and follow the rules will NOT be targeted.
SANCTUARY CITIES — A SMART APPROACH
Sanctuary cities will not receive any federal funds under my presidency.
However, I will not be foolish and try to force sanctuary city leaders or sanctuary city jails that don’t want to work with us. That would be a waste of time and resources.
Instead, we will work with all jails and officials that WANT to work with us. Those that cooperate will receive federal support. Those that refuse will simply be bypassed.
We will target felons and their families with de-banking — shutting down their bank accounts, cutting off their money, and making it impossible for them to live in America. We will find intelligent ways to remove them without relying on uncooperative local officials.
The beauty of this approach: We don’t need their permission. We don’t need their cooperation. We will use the tools of the federal government — financial pressure, AI surveillance, and targeted enforcement — to remove felons and pledge-breakers without kicking down doors in hostile cities.
SECURING THE BORDER — CONCERTINA RAZOR WIRE MACHINES
We will secure the southern border in 3 months using concertina razor wire machines — 100 times cheaper than Trump’s fake wall.
Trump promised a wall. He failed. He built a fraction of what he promised, and it cost billions. I will not make that mistake.
I will deploy concertina razor wire machines that can rapidly deploy miles of razor wire along the border. This is:
· 100 times cheaper than Trump’s wall
· Deployable in 3 months
· More effective — razor wire is a proven deterrent
· Less wasteful — no massive concrete project with cost overruns
TARGETING EMPLOYERS — HEAVY FINES FOR COMPANIES THAT HIRE FELONS, PLEDGE-BREAKERS, OR THOSE WHO REFUSE TO SIGN
We will place heavy fines on any company that has hired illegals who commit felonies, break the pledge, or refuse to sign the pledge.
The Process:
· First, we will give these companies a warning to fire their illegal employees immediately
· If they refuse, they will face escalating fines that will benefit our program financially
· These fines will be a great detriment to the company — if they do not accept the pressure, the fines will bankrupt them
· The companies that resist us will end up financing the very operation that removes the illegals they were protecting
This is how we make the system pay for itself. The companies that resist will fund the deportation of the illegals they tried to protect.
DEBANKING — THE FINANCIAL WEAPON (FOR FELONS, PLEDGE-BREAKERS, AND THOSE WHO REFUSE TO SIGN)
We will shut down the bank accounts of illegals who:
· Commit felonies
· Refuse to sign the American Covenant Pledge
· Violate the pledge — including by being on government welfare, using food stamps, receiving housing assistance, or going to the emergency room for free healthcare
If you are illegal and you fall into any of these categories, you will be debanked. No bank account. No ability to work. No ability to pay rent. No ability to send money home.
Law-abiding illegals who sign the pledge and follow the rules will NOT be debanked. They will be allowed to work, earn, and live freely.
The tools we will use to enforce this:
· Palantir and AI-powered data analysis
· NSA surveillance capabilities
· Social media monitoring
· Drones with AI technology to videotape protest marches
· Financial tracking — monitoring bank accounts, wire transfers, and remittances
· E-Verify — mandatory for all employers
· ITIN restrictions — freeze ITIN usage for those who break the rules
· Asset forfeiture — seize houses, cars, and cash from criminal enterprises
KEEPING ICE OFFICERS SAFE — THE “JAILBIRD” STRATEGY
Sending officers into dangerous situations without a plan is not tough — it’s reckless. My policy is about being smart on crime and smart on enforcement.
The easiest and safest way to apprehend a violent felon is to pick them up when they are already in handcuffs and behind a wall.
The Process:
· When a local police department arrests a suspect for a crime — say, assault or drug trafficking — their fingerprints are run through the system
· If they are in the country illegally, we get a hit
· Instead of ICE agents kicking down doors in a dark neighborhood, they simply take custody of the individual directly from the local jail
· It’s a transfer, not a raid
Targeted Operations, Not Mass Sweeps
Mass sweeps are dangerous because they create panic and chaos.
I would direct ICE to use intelligence-led policing. We use biometric data, court records, and incarceration data to find exactly where the felons are. Officers go in with a specific target, specific intelligence, and the element of surprise.
FOLLOW THE MONEY — BANKRUPT THE CRIMINAL OPERATIONS
If you want to drain the swamp, you have to dry up the funding. My administration will not just deport felons — we will bankrupt their operations.
Action How It Works
Freeze and Forfeit Assets Aggressively enforce asset forfeiture laws against criminal enterprises — drug cartels, human traffickers, gang networks. Seize houses, cars, and cash. Use that money to fund border security.
Cut Off Remittance Flows to Cartels Work with financial institutions to flag suspicious transactions tied to known gang members or illegal aliens with felony records. If you’re here illegally and committing crimes, you lose the ability to wire money home.
Expand Financial Data Sharing with ICE Direct Treasury to give ICE real-time access to financial intelligence. If an illegal alien with a felony warrant tries to open a bank account or move money, we’ll know immediately.
Work with Banks and FinTech Incentivize banks, PayPal, Venmo, and CashApp to cooperate with federal law enforcement to flag and freeze accounts tied to criminal activity.
This isn’t just about deportation. It’s about disarmament — taking the financial weapons out of the hands of criminals. If you come here illegally and break our laws, you will lose your freedom, and you will lose every dollar you tried to steal from the American people.
ATTRITION THROUGH ENFORCEMENT — MAKING SELF-DEPORTATION THE NATURAL CHOICE FOR THOSE WHO REFUSE THE PLEDGE
We are going to make it economically unsustainable to be in this country illegally for those who refuse to sign the pledge or who break it. If you can’t work, if you can’t bank, if you can’t send money home, and if you can’t pay rent — you will make the rational choice to return to your home country. That is the most humane form of enforcement.
Action Effect
Mandate E-Verify Nationwide The single biggest magnet for illegal immigration is jobs. If you can’t get a job, you can’t survive. People will self-deport.
Revoke and Restrict ITINs Freeze or restrict ITIN usage for those who refuse the pledge or break it. No tax refunds. No ability to open bank accounts. No credit. You become financially invisible.
Target Remittance Fees Implement stricter verification for wire transfers. If you cannot prove legal status or that you have signed the pledge, you cannot send money out of the country.
Leverage State and Local Cooperation Deny professional and occupational licenses to illegal immigrants who refuse the pledge. No licensed contractor, cosmetologist, or real estate agent.
This is the 21st-century solution to a decades-old problem. We are not going to round up 11 million people. We are going to use the power of the U.S. economy to restore the rule of law — but only for those who refuse to sign the pledge or break it. Those who sign and follow the rules will be left alone.
THE 14TH AMENDMENT FIGHT — RESTORING ORIGINAL INTENT AND ENDING ANCHOR BABIES
The 14th Amendment was never meant to grant citizenship to children of illegal aliens.
The 14th Amendment was ratified in 1868 specifically to grant citizenship to freed black slaves after the Civil War. It was a response to the Dred Scott decision, which had declared that African Americans could not be citizens. The amendment’s authors intended to grant citizenship to those “subject to the jurisdiction” of the United States — a phrase that meant full allegiance to the United States, not mere physical presence.
The original intent was clear: children born to those who owe allegiance to another foreign power were not automatically citizens.
Sen. Jacob Howard, who introduced the Citizenship Clause, explicitly stated that it would exclude children of diplomats, foreign ministers, and others not fully subject to U.S. laws. Sen. Lyman Trumbull clarified that “subject to the jurisdiction” means “complete” jurisdiction, not merely physical presence, and excludes those “not owing allegiance to anybody else.”
This was never intended to grant automatic citizenship to:
· Children of illegal immigrants
· Children of tourists who give birth in America
· Children of those crossing the border to have “anchor babies”
The Anchor Baby Problem
Nearly 400,000 “anchor babies” are born in the United States each year — children born to non-citizens who automatically acquire U.S. citizenship under the current misinterpretation of the 14th Amendment. These children become “anchors” that allow parents and extended family members to obtain legal status down the line.
Reports estimate that illegal immigrants and their U.S.-born children impose a net annual cost of $150.6 billion on American taxpayers. American taxpayers are subsidizing this fraud.
The Wong Kim Ark Case Does Not Support Anchor Babies
Critics often cite United States v. Wong Kim Ark (1898), which affirmed citizenship for a child born in the U.S. to Chinese parents who were lawful residents. However, the court’s ruling did NOT address children of individuals in the country unlawfully or temporarily. Applying this precedent to today’s illegal immigrants and birth tourists overextends its scope.
Current Legal Reality
In June 2026, the Supreme Court upheld birthright citizenship for children of illegal immigrants, leaving the loophole wide open. Rep. Nancy Mace (R-SC) called the ruling wrong, saying: “Birthright citizenship has been abused for far too long… It was never meant to reward illegal immigration. It was never meant to be a backdoor into American citizenship.”
My Commitment — Taking This Fight to the Supreme Court
I will fight against the current Supreme Court interpretation and get the best constitutional lawyers — Robert Barnes as the leader, along with Jay Sekulow, Mat Staver, Tom Fitton, Judicial Watch, and other Patriot lawyers — to restore the original intent of the 14th Amendment.
I will take this fight all the way to the Supreme Court. This is not a political statement — it is a constitutional battle to restore the original meaning of the Constitution.
We will argue that:
· The 14th Amendment was for freed slaves — not for those who break our laws
· The phrase “subject to the jurisdiction thereof” means full allegiance to the United States, not mere physical presence
· Illegal aliens owe allegiance to their home country, not to the United States
· Children born to illegal aliens do not pass the “jurisdiction” test and are not entitled to U.S. citizenship
· Congress has the power to define the scope of the Citizenship Clause
The Legal Argument:
The 14th Amendment has a two-part test for granting American citizenship:
1. Was the individual born or naturalized in the United States?
2. Is that individual subject to the “jurisdiction” of the United States?
Children of illegal aliens cannot pass the second part of the test. They owe allegiance to their parents’ home country, not to the United States. They are not fully “subject to the jurisdiction” of the United States as the amendment’s authors intended.
As Rep. Nancy Mace stated: “American citizenship is a privilege, not a prize handed out for breaking our laws.”
