For decades, America’s coal-fired power plants have poisoned our air, contaminated our rivers, and left a toxic legacy of coal ash that threatens our communities. The environmental and health damage from coal is staggering — mercury in our waterways, sulfur dioxide in our air, billions of tons of coal ash leaching toxins into groundwater, and tens of thousands of Americans dying prematurely from coal-related air pollution.

My promise to you is clear: I will convert every remaining coal-fired power plant in America to clean, abundant natural gas — eliminating toxic coal waste, cleaning our air, protecting our rivers and oceans, preserving American jobs, and ensuring grid reliability.

This is my commitment to the American people:

· 100% coal plant conversion – Retrofit all remaining U.S. coal plants to natural gas

· $30 billion investment – Fund the conversion using existing pipeline infrastructure

· Clean our air – Eliminate mercury, sulfur dioxide, and toxic particulate matter

· Restore our waters – Close coal ash ponds and remediate contaminated sites

I. THE PROBLEM: COAL’S TOXIC LEGACY

The environmental and health devastation caused by coal-fired power plants is not a secret — it is a crisis unfolding in our communities.

The Scale of the Crisis

· There are approximately 200–250 coal-fired power plants still operating in the United States

· These plants produce ~200 million tons of coal emissions annually

· They release mercury, sulfur dioxide, nitrogen oxides, and coal ash into our air and water

· Coal ash ponds have contaminated groundwater across America

· These plants employ tens of thousands of American workers and provide reliable baseload power

We cannot simply shut them down. That would destroy communities and leave our grid vulnerable.

The Air We Breathe: Poisoned by Coal

Coal-fired power plants are among the largest stationary sources of air pollution in the United States. Every year, pollution from power plants causes fine particle- and ground-level ozone-related premature deaths, new asthma cases, asthma exacerbations, heart attacks, and lost school and work days.

The deadly toll on American lives:

· 6,500 Americans die prematurely every year from illnesses linked to coal air pollution

· A 2023 study in Science found that 460,000 people died prematurely from coal pollution in the U.S. between 1999 and 2020

· Coal plant pollution is linked to increased risk of asthma, respiratory diseases, heart attacks, cancer, and premature death

The specific pollutants:

· Sulfur Dioxide (SO₂): Coal-fired power plants are the primary source of SO₂ emissions. SO₂ contributes to acid rain and fine particle pollution, and is linked with adverse effects to human health and ecosystems.

· Particulate Matter (PM2.5): These fine particles can trigger asthma attacks, cause shortness of breath, coughing, suffocation, and headaches. Increases in PM2.5 concentrations have been associated with increases in lung cancer mortality rates.

· Nitrogen Oxides (NOx): Power plants are the largest stationary source of NOx emissions, which contribute to ground-level ozone and fine particle pollution that cause a variety of adverse health effects.

Living near a coal plant is dangerous:

Communities living in proximity to coal-fired power plants are at greater risk of negative health impacts. Living close to these plants is frequently associated with increased odds or likelihood of respiratory disorders, adverse birth outcomes, and child developmental issues. Air pollution can aggravate heart and lung disease, lead to heart attacks, asthma attacks, stroke, increased susceptibility to respiratory infection, and other serious health effects.

The Water We Drink: Contaminated by Coal Ash

Coal ash — the toxic byproduct left after coal is burned for electricity — is one of the largest industrial waste streams in America. It contains dangerous heavy metals including arsenic, lead, mercury, chromium, and radium — contaminants linked to cancer, neurological damage, cardiovascular disease, and developmental harms.

The scale of the crisis:

· At least 91% of 265 coal plants across the U.S. contaminate groundwater above levels considered safe

· Indiana alone has more than 130 million cubic yards of coal ash — more than any other state — much of it sitting in unlined ponds

· Coal ash ponds and landfills are linked to groundwater contamination at multiple locations across the country. Testing has found toxic metals like arsenic, boron, lithium, and radium in groundwater

The threat to drinking water:

Coal ash carries arsenic, chromium, lead, and mercury — all of which are tied to cancer, heart disease, kidney and liver damage, respiratory illness, and reproductive harm. Where states have tested groundwater near these sites, they have found contamination above federal safe drinking water limits.

When coal ash gets wet, the water carries hazardous contaminants and leaches them out of the coal ash into the groundwater, which could be used for drinking or irrigation.

The poisoning of our rivers and fish:

Mercury from coal plants falls into our rivers, lakes, and oceans, contaminating fish and threatening public health. Coal-fired power plants are already the largest source of mercury emissions in many states. Mercury is a potent neurotoxin that affects the nervous system and brain functions, particularly in infants and children. The most common exposure to mercury in the U.S. is by eating contaminated fish.

EPA’s own proposal acknowledges that unmanaged coal ash wastewater can carry toxic pollutants into rivers, lakes, fish, and drinking water sources, including arsenic, mercury, lead, and chemicals that can make drinking water harder and more expensive to treat.

The Land: Scarred by Toxic Waste

Coal ash dumps have polluted rivers, lakes, and groundwater with toxic metals linked to cancer, neurological damage, cardiovascular disease, and developmental harms. Unlined, toxic coal ash ponds are known to leak and pollute groundwater, as well as rivers and streams, releasing toxic and radioactive substances into the water, rendering it unsafe for human consumption.

The result:

Our rivers, lakes, and oceans have become dumping grounds for coal’s toxic waste. Coal ash ponds have leaked into groundwater, threatening the drinking water of millions of Americans.

We cannot simply shut these plants down. That would destroy communities and leave our grid vulnerable. Instead, we must convert them — eliminating the pollution while preserving the jobs and the power.

II. THE SOLUTION: FROM TOXIC WASTE TO CLEAN ENERGY

My Patriot Energy Infrastructure Plan already builds pipelines and ensures abundant, low-cost natural gas. Converting coal plants to natural gas is the fastest, most cost-effective way to eliminate coal pollution while preserving jobs and grid reliability.

The Technology:

· Replace coal boilers with gas turbines OR convert existing boilers to run on natural gas

· Plants retain steam turbines, generators, and transmission interconnections

· Proven technology – already done successfully at dozens of plants

Cost: $150–$400 per kilowatt – far cheaper than building new plants

Timeline: With streamlined permitting and dedicated funding, the entire coal fleet can be converted within 5–8 years

Environmental Impact:

· Eliminates mercury emissions (100%)

· Eliminates sulfur dioxide emissions (100%)

· Eliminates coal ash ponds (100%)

· Eliminates particulate matter that causes respiratory illness

Coal Ash Ponds Closed:

Every coal ash pond in America will be closed and the land restored. No more toxic waste seeping into groundwater. No more contaminated rivers and lakes. No more poisoning our oceans.

Mercury Eliminated:

Mercury is a neurotoxin that contaminates fish and threatens public health. By eliminating coal-fired power, we eliminate the largest source of mercury pollution in America.

Acid Rain Stopped:

Sulfur dioxide emissions will be eliminated, ending acid rain damage to forests, lakes, and streams.

Clean Air Restored:

By eliminating particulate matter and NOx emissions, we will reduce asthma attacks, heart disease, and premature deaths. The Sierra Club estimates that moving away from coal has already helped prevent one million asthma attacks and save 60,000 lives. Converting the remaining coal plants will save thousands more.

Here is the reality of this campaign:

The single greatest challenge I face is not winning the election — it is getting my name on the ballot in all 50 states.

I am running as a Republican, but as a Republican, I still need to gather thousands of signatures from registered voters in every state just to qualify for the primary ballot. I will be running against other Republican leaders such as JD Vance and Marco Rubio — but I cannot even face them at the ballot box unless I first get on the ballot.

Every state has its own ballot access laws. Some states require thousands of signatures. Some require tens of thousands. Each state has different rules, different deadlines, and different petition forms. This is a massive undertaking — and I cannot do it alone.

This is where I need you.

I am building an Army of Grassroots Volunteers — a Signature Gathering Army — to help me get on the ballot in every American state.

If I can get on the ballots, I can win this election. But getting on the ballot is the most difficult battle we face.
